IMA World Health and consortium partners, Partnership for Nutrition in Tanzania (PANITA), Development Media International (DMI) and Cornell University’s Division of Nutritional Sciences will be implementing a fiveyear program (from 2015 to 2020) for addressing Stunting in Tanzania Early (ASTUTE), to improve early childhood development and reduce the prevalence of stunting (low height for age) among Tanzanian children under 5 years old with focus on the first 1000 days of life from conception.
The anticipated DFID-funded project in Tanzania will be implemented in 5 regions of Kagera, Mwanza, Shinyanga, Geita and Kigoma in collaboration with Local Government Authorities and other multi sectoral stakeholders to support the National nutrition Strategy and will look, specifically to 1) support interventions to build knowledge, change attitudes, strengthen practice and expand services 2) retrain health facility and community level resource persons to ensure community engagement 3) deliver overall nutrition components and build the capacity of DNuOs and District trainers 4) build capacity for planning, programming, budgeting and financial management to sustainably address stunting.
We are seeking an Assistant Finance Officer located in Mwanza will support the Finance Officer in recording and retrieving financial details of the ASTUTE project, including maintaining financial records, processing payments and cash handling.
Responsibilities:
• Process staff travel advance requests and review/ process employee expense reports
• Assist in the preparation of monthly and annual analysis reports
• Assist the Finance Officer to ensure smooth operation of all finance matters
• Support the Finance Officer by inputting into purchase ledgers from source documents
• Reconcile invoices from vendor before processing their payments
• Input accounting data into the accounting system with accuracy
• Preparation of bank reconciliations
• Manage Petty cash, and prepare its reconciliation
• Assist in the production of financial statements report, and applications, preparation of spreadsheets, reports and correspondence as required
• Resolution of finance related queries
• Assist with quarterly and end of year preparation and procedures
• Provide financial support to team members
• Any other duties that may be deemed appropriate to this role by Finance Officer
Qualifications:
• Degree in Accounting/Finance
• Minimum of 3 years’ experience or advanced Diploma with at least 5 years’ experience
• Experience working in NGOs
• Experience with accounting packages e.gQuickBook, SAGE, Cost Point will be an added advantage

Responsibilities
• Administer and monitor the financial systems in order to ensure that ASTUTE finances are maintained in an accurate and timely manner.
• Maintain the accounts payable and accounts receivable systems in order to ensure complete and accurate records of all moneys
• Assist with preparation of programme and grantee budgets
• Administer employee files and records in order to ensure accurate payment of benefits and allowances
• Administer the payroll in order to ensure that employees are paid in an accurate and timely manner
• Prepare and reconcile bank statements
• Provide efficient and effective office management
• Assist with the annual audit
• Maintain the computerized accounting system
• Maintain financial files and records
• Prepare monthly, quarterly and annually financial statements

Academic Qualifications and Experience
• Holder of professional qualifications in Accounting (CPA/ACCA) or Degree in accounting/Finance
• At least 5 years NGOs experience.
• Proven experience in preparing budgets, financial monitoring reports, budgetary systems and controls with strong analytical skills.

The Behavior Change and Communication Officer (BCC Officer) will be based in one of the 4 regions of Geita, Shinyanga, Kagera and Kigoma.
The officer will apply his/her technical expertise in BCC strategies to change the behaviors, beliefs and social norms of communities towards child feeding and other factors that contribute to child stunting such as hygiene and sanitation, child care practices, maternal nutrition, household food security, birth spacing, social cultural practices and women and empowerment, with special focus to district and community leaders, health service providers, community health workers, mothers and care givers of children aged 6 months to 2 years.
The officer will be working closely with Development Media International (DMI) and PANITA’SCSO partners, local media, project nutritionists, and Government Regional Nutrition Officers and District Nutrition Officers and must be able to work with multi-sectoral stakeholders in the districts implementing BCC activities. The officer will also support conceptualization of formative research, KAP study andguide preparations of behavior change communicationmessages, campaigns, tools and materials.
Responsibilities:
• Understand ASTUTE’s main areas of focus in addressing child stunting and identify areas that need behavior change interventions.
• Participate in introducing ASTUTE to the target regions and districts.
• Participate in developing tools and implementing formative research in the districts to guide formulation of unified BCC messages for local radios, sensitization trainings, campaigns and educational materials.
• Build the capacity of CSO’s, nutritionists, and district trainers, on BCC strategies applicable in all factors that contribute to child stunting for further training to community leaders, health service providers, community health workers, mothers and care givers of children from ages 6 months to 2 years.
• Participate in guiding behavior change of mothers and care givers towards infant and young child feeding practices and other factors that contribute to child stunting through supportive supervision and capacity building to health service providers, community health workers and CSO members.
• Create demand for antenatal care services (dietary diversity, iron, folic acid supplements) by women of reproductive age through the development of innovative BCC strategies and interpersonal communications.
• In coordination with the M&E Officer and Nutrition Officers, participate in monitoring surveys for BCC indicators by collecting relevant BCC data aimed at assessing achievements of project targets.
• Conduct regular supportive supervision to CSO’s and provide technical support as needed.
• Report to the BCC Specialist about any challenges in implementation of BCC activities and suggest ways to overcome them.
• Prepare weekly, monthly and quarterly reports.
• Perform any other activities as requested by nutrition advisor.
• Identify successes achieved through project implementation and write success stories for dissemination.
Specific Skills Required

• Adequate communication skills.
• Experienced in designing and producing BCC tools, messages, materials and implementing BCC activities.

We are searching for an M&E officer, based in MwanzaRegion,the M&E Officer shall become acquainted with ASTUTE’s field activities and indicators to be monitored throughout the life of the program. The M&E Officer will assist the M&E Specialistin data collection, analysis, interpretation and reporting activities and ensure efficiency and timely achievement of program targets.
S/he will provide technical expertise and support to field team on M&E targets within the program. The M&E Officer will work closely with Program teams including nutrition and BCC officers and other multi-sectoral stakeholders to support capacity building initiatives in M&E, and facilitate the collection of quality data under the supervision of the M&E Advisor.
Responsibilities
• Support all M&E initiatives for ASTUTE in the implementation districts including monitoring dataquality, tracking the progress of activities, and contributing to staff capacity buildinginitiatives on M&E as necessary.
• Support the M&E Specialistin creating a framework and procedures for the monitoring and evaluation of program activities.
• Support the M&E Specialist in defining and implementing the key project performanceindicators (KPI) as well as monitoring them throughout the duration of the projects.
• Assist the M&E Specialist in proposing strategies to increase data quality, use and demand.
• Assist project staff and the M&E Specialist in clarifying ASTUTE project information needs.
• Support project staff on ways to properly document, organize and capture program progress against project indicators identified in the M&E log frame.
• Draft tools and their revisions as well as data collection procedures under thesupervision of the M&E Advisor (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals).
• Implement data quality assessments throughout the project, identifying strengths and weaknesses of data collection and reporting on the project.
Specific Skills Required
• Strong track record of designing, implementing and analyzing qualitative and quantitative research, demonstrating ability to employ a range of different and innovative methodologies.
• Experience designing and implementing M&E training activities.
• Experience in the development of project log-frames, particularly for DFID funded projects.
• Experience in training and coordinating a mix of implementing partners and community workers for data collection and analysis.
Academic Qualifications and Experience
• Bachelor's Degree in monitoring and evaluation, nutrition, research methodology, Public Health or a related field.
• Minimum of three years of professional experience in implementing and/or monitoring and evaluating health and nutrition programs in developing countries, particularly in Tanzania, or in similar socio-economic environments. Prior experience on DFID activities strongly preferred.

The candidateis a recognized expert in the nutrition profession and will lead the efforts of addressing stunting in Tanzania early (ASTUTE) in the region focusing on improving the multi-sectoral response to nutrition at regional, district and community levels; enhancing capacity to support optimal nutrition-relevant care practices and increasing knowledge of community and household’s decision makers, mothers and care givers of children aged less than 2 years.
The Nutrition Officer will report to the Nutrition Advisor and will work closely with the project BCC Officers and Government’s regional and districtNutritionOfficers and collaborate with multi-sectoral stakeholdersthrough the regions and districts multi-sectoralnutrition steering committees and other forums.
Responsibilities
• In collaboration with the BCC Officers, advocate for the ASTUTE nutrition strategy to policy makers at regional and district levels and seek for their support.
• Organize the launch of ASTUTE at regional & district levels.
• In collaboration with BCC staff, facilitate the DNuOsto convene the districts multi-sectoral nutrition committee meetings to develop plans, budgets, clarify roles and targets and advocate for district financing.
• Conduct joint review of TFNC’s training modules for regional and DNuOs to identify training gaps.
• In collaboration with nutrition experts build the capacity of DNuOs and district trainers and supervise them to conduct further trainings to CSOs, Health service providers, community leaders and CHWs
• Participate in conducting supportive supervision, monitoring and evaluation of project activities to ensure quality at all implementation levels.
• Participate in operational research and BCC activities.
• Collaborate with Mwanzo Bora, UNICEF, WASH projects and other relevant DFID projects operating in the area.
