Position Description:

Agape AIDS Control Programme (AACP) was established on 24th of January, 2006 as a CBO working to cover Shinyanga  Region and later registered as an NGO on 24th June, 2009 by the Ministry of Community Development, Gender and Children and was issued with the Reg. 00NGO/00003233 under the NGOs Act of 2002, 12 (2) Tanzania Laws.  AACP is a Non-partisan, Non-Religious and Non-profit Organization geared at promoting human rights and Community Development. AACP was established with the aim of preventing and controlling HIV/AIDS and its effects in the community.

In 2009, AACP came to realize that violation of Human Rights in the Community was a Problem. Since then, AGAPE started working on four core programs which are; HIV/AIDS control and prevention, child and youth protection, legal aid services provision, and Prevention of Gender Based Violence (GBV), child marriages and early pregnancies. In 2014, AACP add another component to its core works of Skilful parenting to ensure teenage mothers are trained on the best ways to raise their babies and reduce child abuse cases in the communities.

Project Description:In April 2016, Agape AIDS Control Programme secured funding for three years (2016-2018) from terre des homes Netherlands to implement a “Stop Child Marriages Project in Kishapu and Shinyanga Rural District”.  This project aims to reduce child marriages in 20 villages in Shinyanga Rural and Kishapu Districts with 50% in the period 2016- 2018. Main strategies are SRHR clubs for adolescents, massive awareness raising in the villages, a pilot on ’Goats for Education’, and training of government local leaders at ward and village level, who are responsible for the implementation of the Law of the Child Act 2009. Join the national level advocacy for changing the minimum age of marriage in Tanzania (currently 15 years for girls and 18 years for boys), as this is unconstitutional according to the clause on nondiscrimination.

Overall Objective of the Project:To reduce child marriage in 20 villages in Shinyanga Rural and Kishapu Districts with 50% in the period 2016- 2018.

Specific Objectives of the Project are;-

1: Children:To empower 400 child brides and other children to renounce and report child marriages and to rightfully access legal, educational, SRHR, life skills education and counseling services (in 20 villages).

2: Families and Community:To nurture engagement and commitment among community elders, traditional healers, parents and youth to stop child marriages in 20 villages in 2016-2018

3: Government:To strengthen child protection systems from village level to district level to ensure implementation of relevant child protection legislation, to reduce incidences of child marriages and to promote Adolescent SRHR (Child Act 2009, Education Act 1978/2004, Health policy).

4: Law Enforcers:Law enforcers and judiciary (20) have the capacity to handle child abuse cases and provide timely judgment

5: Civil Society Organization (CSO):To jointly advocate at national level for change of the Marriage Act No 5 of 1971 on the minimum age for marriage, and upholding of the Education Act and SOSPA to promote access to education for girls who have given birth.

Purpose of the Post:The main purpose of this post is to effectively deliver of the project results through working with vulnerable children and families. Social welfare officer will provide confidential and competent psychosocial support services in collaboration with Districts Social Welfare Officers to children victims of child marriages in the project areas for promotion of psychological wellbeing. Also, the social welfare officers will work with children and families to support them through difficult times and ensure that vulnerable people, including children are safeguarded from harm by providing support and help in order to improve outcomes in people's lives.

Roles and Responsibilities/Scope of Work:

●       Provide confidential and competent psychosocial support services to children victims of child marriages in the villages and at Agape re-integrated house

●       Conduct field works, community mobilization, facilitation and trainings activities

●       Collect, document best practices and report all child abuse cases

●       Execute and comply with the Organization Project Monitoring and Evaluation system/strategy as well as the project logical framework

●       Attend all project team meetings and any assigned representation and minutes them

●       Maintain and promote good image of the organization with its associates, including donors, clients, partners and government authorities

●       Prepare quality activity reports, monthly and donor reports and participate in proposal development as required

●       Liaise with community leaders, village leaders and District relevant departments on child protection for them to collaborate and take active part in protecting children especially victims of child marriages.

●       Comply with the Organization Child protection Policy, Gender policy, Statement of Commitment to child protection and adherence to Tanzanian laws and that of our partners e.g. (Terre Des Hommes Netherlands and Dutch Government)

●       Ensure all genders issues are mainstreamed  and integrated in all Agape programs

●       Reports to the Programme Coordinator

●       And any other roles/responsibilities as may be assigned by the immediate supervisor

Key Qualifications:

●       Bachelor’s Degree in Social Work, Psychology, Guidance and Counseling, Sociology, Mental Health and related field from a recognized and reputable university

●       Child Protection, Women empowerment, Advocacy and Sexual Reproductive Health Rights (SRHR) trainings/skills, Project Management, Monitoring and Evaluation, proposal Development will be an added advantage.

●       At least 2-3 years post-admission experience in an NGO sector as Social Welfare Officer.

●       Working with community based projects and that of child/youth protection and women empowerment is an added advantage to this post

●       Strong computer skills (Word Processing, Excel, Power Point, Internet, Data base, SPSS, Strata), office operations and demonstrated understanding of and experience with Tanzania Child Act of 2009, Child Development Policy, Marriage Act No 5 of 1971, and  Child protection related national guidelines and policies

●       Strong oral and written communication skills in both English and Kiswahili

●       Excellent data collection, data analysis and evaluation skills

●       Excellent skills on report writing (documentation of programme results, case stories/best practices etc)

Purpose of the Post: The Project Income Generating Activities (IGA) Officer will be in charge of all income generating activities that are initiated to provide means to achieve a financial sustainability and improve livelihood of the victims of child marriages and those at risk in the project areas. This includes the implementation and supervision of IGA-related ideas and activities, the establishment of new ideas and the maintenance of existing ideas. Also, the Income Generating Activity Officer (IGA Officer) will provide technical support to key stakeholders for income generating activities in Kishapu and Shinyanga districts.

Roles and Responsibilities:

·        The IGA Officer will ensure effective program management 

·        In collaboration with Agape programme staff, execute the Project Monitoring and Evaluation system/strategy

·        Assist victims of child marriages and their families identify and develop market links for their products

·        Gather and collect relevant data for socio-economic monitoring and studies for best IGA development in Shinyanga Region

·        Harmonize the implementation of IGA activities with the district officers, extension staff and ensuring good collaboration and networking with other partners operating in the districts

·        Provide a link to beneficiaries on inputs to their business 

·        Proactively participate in baseline and end line data collection.

·        Work closely in liaison with government officers and technical officers (District Livestock Officer; District Agriculture Officer; District Planning Officer etc) to provide services to beneficiaries

·        Establish and maintain a good rapport with project beneficiaries, as well as local government officials, community leaders and relevant local organizations;

·        Develop and share monthly, quarterly and half yearly progress/monitoring reports and reports to the Programme Coordinator and Director

·        Serve as technical advisor to the Project team on IGA issues 

·        Take active part in the planning, implementation, review and reporting process

·        Comply with the Organization Child protection Policy, Gender policy, Statement of Commitment to child protection and adherence to Tanzanian laws and that of our partner (Terre Des Hommes Netherlands and Dutch Government)

Qualifications:

·        The applicant should possess a Bachelor degree in Agricultural economics, Agribusiness management, economics and business developmentfrom a recognized and reputable university

A post graduate in enterprise and business development (with a focus on livestock, animal science and or small scale enterprises) is an added advantage.
A minimum of 2 or more years work experience with a focus on business and enterprise development or related interventions;
Good knowledge and understanding of business development and market linkages.
Good understanding of Non government, government and foreign aid project operations.

Project club coordinator will provide overall management of established school clubs in the project area.  Also, Project club coordinator will work with children and their families to support abused children and ensure that children are protected in schools, at home and in the villages. 

Roles and Responsibilities/Scope of Work:

●       Conducting sensitization meetings  to club members on child rights, child protection, harmful practices of child marriages and early child bearing 

●       Organize interschool bonanza for awareness creation on the value of education to children and strategies to end child marriages 

●       Coordinate the club leadership team.

●       Guide club members in the election process.

●       Collect, document best practices and report all child abuse cases

●       Prepare quality activity reports, monthly and donor reports and participate in proposal development as required

●       Rise awareness to club members on the referral and linkage systems to report child abuse cases  once raised

●       Advise club on ways to end violence against children

●       Orient club members on their duties and responsibilities.

●       Distribute IEC materials (t-shirts, brochures, toolkits, and leaflets) to club members.

●       Provide psychosocial support services to children in collaboration with social welfare officers

●       Conduct field works, community mobilization, facilitation and trainings activities

Project Description:In April 2016, Agape AIDS Control Programme secured funding for three years (2016-2018) from terre des homes Netherlands to implement a “Stop Child Marriages Project in Kishapu and Shinyanga Rural District”.  This project aims to reduce child marriages in 20 villages in Shinyanga Rural and Kishapu Districts with 50% in the period 2016- 2018. Main strategies are SRHR clubs for adolescents, massive awareness raising in the villages, a pilot on ’Goats for Education’, and training of government local leaders at ward and village level, who are responsible for the implementation of the Law of the Child Act 2009. Join the national level advocacy for changing the minimum age of marriage in Tanzania (currently 15 years for girls and 18 years for boys), as this is unconstitutional according to the clause on nondiscrimination.

Overall Objective of the Project:To reduce child marriage in 20 villages in Shinyanga Rural and Kishapu Districts with 50% in the period 2016- 2018.

Specific Objectives of the Project are;-

1: Children:To empower 400 child brides and other children to renounce and report child marriages and to rightfully access legal, educational, SRHR, life skills education and counseling services (in 20 villages).

2: Families and Community:To nurture engagement and commitment among community elders, traditional healers, parents and youth to stop child marriages in 20 villages in 2016-2018

3: Government:To strengthen child protection systems from village level to district level to ensure implementation of relevant child protection legislation, to reduce incidences of child marriages and to promote Adolescent SRHR (Child Act 2009, Education Act 1978/2004, Health policy).

4: Law Enforcers:Law enforcers and judiciary (20) have the capacity to handle child abuse cases and provide timely judgment

5: Civil Society Organization (CSO):To jointly advocate at national level for change of the Marriage Act No 5 of 1971 on the minimum age for marriage, and upholding of the Education Act and SOSPA to promote access to education for girls who have given birth.

Purpose of the Post:Project Accountant supposes to be the part of the team responsible for maintaining efficient and accurate accounting duties.

Roles and Responsibilities/Scope of Work:

●       Get involved in receiving, process all invoices, issuing checks, entering cash receipts and disbursements data into various forms and templates, also process expense forms and requests for payments from staff.

●       Disburses funds from the office's petty cash fund and prepares requests for reimbursement of the fund.

●       Ensure and handle external and internal audits.

●       Ensure the timely reporting of all monthly/Quarterly financial information.

●       Ensure the accurate and timely processing of positive pay transactions.

●       Ensure monthly and quarterly Bank Compliance activities are performed in a timely and accurate manner.

●       Collaborate with the other departments in the organization to support overall department goals and objectives.

●       Assist in development and implementation of new financial procedures and features to enhance the workflow of the financial department.

●       Deal with daily transactions for the petty cash and ensure that reconciliations are completed on a weekly basis.

●       To work as part of a team to achieve the departmental standards.

●       To be willing to support colleagues and team members with professional problems, devoting time to impart expertise, infusing confidence and expressing positive expectations regarding the team’s and entity’s performance.

●       To match invoices from suppliers with purchase orders, to ensure prices and costs are agreed in advance.

●       To review the Financial Regulations and Accounting Manual and recommend amendments for improvement

●       To maintains fixed assets register and calculation of depreciations

●       To make payment of salaries and other remunerations

●       To perform any other financial duties as assigned by Programme coordinator or Director

Experience & Qualifications

Purpose of the Post: To support the Programme Director with programme implementation, coordination, representation, works with partners, monitoring, learning and evaluation as well as administrative, financial and information management for programmes.

Main Responsibilities of Programme Coordinator:

Programme Implementation and Support

●       Work alongside the Programme Director to support Programme Officers and ensure quality implementation, including fieldwork, M&E, work plans and trainings.

●       Support the development of M&E tools and ensure programme officers are collecting accurate and timely data.

●       Attendance and participation at Technical Core Team meetings and support for the Programme Director at Technical Working Group meetings

●       Representation and attendance at meetings with Government, local partners, donors and other key stakeholders

●       Support the preparation of project reports, both financial and narrative in accordance with donor requirements.

Information Support

●       Ensure effective information flows, data analysis and documentation, including attendance, analysis and reporting on trainings and supporting monthly reporting from partners.

●       Support effective information and knowledge management for the AACP team, partners and working groups, and ensuring information is stored and archived accurately.

●       Provide timely responses to external and internal requests for information about AACP and answer correspondence.

●       Ensure accurate, timely and effective communication between all partners/donors with an emphasis on establishing systems for the smooth coordination of all working within the programme.

Financial Support

●       Assist the Programme Accountant with preparation of budgets, budget revisions and other financial processes.

●       Approve financial documents (payment vouchers, retirements, action plans ect)

●       Support the finance office to monitor the project budget and donor’s budgets.

●       Support finance office to develop financial reports (monthly/quarterly/yearly).

Administrative Support

●       Maintain paper and electronic files for HR, Administration, and Finance, to enable efficient and rapid retrieval of information.

●       Assist with organization of meetings, conferences, events and travel.

●       Provide administrative support for Steering Committee meetings, including agenda preparation, minute taking and circulation.

●       Provide administrative support for the AACP Programme Officers, Monitoring and Evaluation of the project as necessary.

Secondary Responsibilities

●     Train AACP Programme Officers in planning, implementation and routine monitoring of project activities

●     Develop work plans with other staff responsible for the project

●     Provide monthly progress report to donors and government agencies 

●     Develop M&E systems for programme officers to collect the relevant information related to Project implementation

●     Support Programme Officers to work with government institutions

Qualifications:

●       Bachelor degree in one of the following field: Program Planning Management, Sociology, Development Economics, Rural Development, or Community Development, from recognized and reputable university. A  Masters degree in Project Planning Management, or Monitoring and Evaluation will be an added advantage

●       Minimum 3-5 years’ relevant and continuous experience working in a similar context in program management coordination and/or monitoring & evaluation. Preference given to experience in the child protection programmes 

●       Experience of representation at all levels, including government and donor liaison.

●       Experience of financial planning, including developing budgets and budget monitoring

●       Significant experience of operating and setting up administrative systems, organization and logistics for meetings and events

Purpose of the Post:To maintain and implement Agape AIDS Control Programme (AACP) monitoring and evaluation system so as to ensure accurate routine monitoring and analysis of all data derived from implemented programmes and projects of AACP, including the core programme in Stopping Child Marriages. The M&E Officer should have an understanding of the Child Protection System, and have the skills to generate thematic syntheses of child development programmes. Additionally, the M&E Officer must be able to identify lessons learned through a systematic routine monitoring and coordinate the use of those lessons for future advocacy, programmes, research and field work.

Roles and Responsibilities:

●       Design and share field monitoring tools for data collection and documentations with project team

●       Execute the Project Monitoring and Evaluation Plan

●       Collect data, analyze and ensure documentation of all best practices of the project

●       Develop and share monthly, quarterly and half yearly Routine Monitoring Reports to the Project Coordinator.

●       Serve as technical advisor to the Project Coordinator and team members especially in adherence to the key project management tool (Logical Frame work and Monitoring and Evaluation Plan)

●       Train project team members on data collection, data entry, data cleaning, data analysis, and data quality assurance

●       Take active part in the planning, implementation, review and reporting process

●       Comply with the Organization Child protection Policy, Gender policy, Statement of Commitment to child protection and adherence to Tanzanian laws and that of our partners (Terre Des Hommes Netherlands and Dutch Government)

Required Qualifications and desirable attributes

●       Bachelor’s Degree in Statistics, Project Planning Management, Community Development,  Economic Development and related field from a recognized and reputable university

●       At least 2-3 years of experience in working as monitoring and evaluation officer in the any international donor funded program or project

●       A detailed knowledge of M&E Frameworks, M&E Plan, and M&E Systems will be an added advantage

●       Knowledge of how to conduct situational analysis, formative evaluation, routine monitoring, process evaluation,  outcome monitoring, outcome evaluation and impact evaluation will added advantage 

●       Knowledge of the latest developments in the M&E field, including proven experience in participatory methodologies such as PLA

●       Excellent facilitation and training skills and experience including participatory and interactive methodologies.

●       Excellent interpersonal skills, with the ability to network, develop and maintain strong relationships at all levels with local communities, and government agencies

●       A strong communicator in English and Kiswahili

Project Description:In April 2016, Agape AIDS Control Programme secured funding for three years (2016-2018) from terre des homes Netherlands to implement a “Stop Child Marriages Project in Kishapu and Shinyanga Rural District”.  This project aims to reduce child marriages in 20 villages in Shinyanga Rural and Kishapu Districts with 50% in the period 2016- 2018. Main strategies are SRHR clubs for adolescents, massive awareness raising in the villages, a pilot on ’Goats for Education’, and training of government local leaders at ward and village level, who are responsible for the implementation of the Law of the Child Act 2009. Join the national level advocacy for changing the minimum age of marriage in Tanzania (currently 15 years for girls and 18 years for boys), as this is unconstitutional according to the clause on nondiscrimination.

Overall Objective of the Project:To reduce child marriage in 20 villages in Shinyanga Rural and Kishapu Districts with 50% in the period 2016- 2018.

Specific Objectives of the Project are;-

1: Children:To empower 400 child brides and other children to renounce and report child marriages and to rightfully access legal, educational, SRHR, life skills education and counseling services (in 20 villages).

2: Families and Community:To nurture engagement and commitment among community elders, traditional healers, parents and youth to stop child marriages in 20 villages in 2016-2018

3: Government:To strengthen child protection systems from village level to district level to ensure implementation of relevant child protection legislation, to reduce incidences of child marriages and to promote Adolescent SRHR (Child Act 2009, Education Act 1978/2004, Health policy).

4: Law Enforcers:Law enforcers and judiciary (20) have the capacity to handle child abuse cases and provide timely judgment

5: Civil Society Organization (CSO):To jointly advocate at national level for change of the Marriage Act No 5 of 1971 on the minimum age for marriage, and upholding of the Education Act and SOSPA to promote access to education for girls who have given birth.

Purpose of the Post:The main purpose of this post is to provide competent legal aid to AACP clients (i.e. victims of child marriages and other violence against children; victims of GBV; and all community members who seek for legal advices). Also, the legal officer is supposed to provide legal advice to management and staff and to handle all legal matters of the organization and its beneficiaries. To protect and defend the organization beneficiaries from all possible litigation and to provide expert intervention and opinion to properly guide management action in respect of legal matters; the candidate is expected to have proven track record as competent Legal Officer in an NGO environment or community projects.

Roles and Responsibilities:

Legal Support victims and girls at risk

●       Identify legal needs of children, especially in relation to Child Marriages.

●       Provide legal aid to vulnerable and marginalized communities that are identified as clients of the Organization i.e. victims of child marriages and pregnancies, Gender Based Violence (GBV) survivors, abused children, youth and women

●       Prepare legal documents for the beneficiaries and assist them with the interpretation and follow up on the reported cases

Documentation and administration

●       Collect data, analyze, document and share all best practices, lessons and results on the project

●       Develop and share monthly, quarterly and half yearly progress/monitoring reports and reports to the Programme Coordinator and Director

Other tasks

●       Execute the organization child protection policy and ensures the organization is working in compliance with the national guidelines on child rights and protection

●       In collaboration with Agape programme staff, execute the Project Monitoring and Evaluation system/strategy

●       Serve as technical advisor to the Project team on legal matters and child protection

●       Take active part in the planning, implementation, review and reporting process

●       Comply with the Organization Child protection Policy, Gender policy, Statement of Commitment to child protection and adherence to Tanzanian laws and that of our partner (Terre Des Hommes Netherlands and Dutch Government)

●       Maintain and promote good image of the organization with its associates, including donors, clients, partners and Local Government Authorities

●       Conduct Field Works, community mobilization, facilitation and trainings on legal aid services, child protection and human rights

●       And any other roles/responsibilities as may be assigned by the immediate supervisor

     

Qualifications:

●       Bachelor Degree holder in laws from a recognized and reputable university

●       A candidate certified with Tanzanian school of law will added advantage

●       A candidate with knowledge and experience on Project Management, monitoring and evaluation will added advantage

●       Child Protection, Women empowerment, gender mainstreaming, Advocacy and Sexual Reproductive Health Rights (SRHR) trainings/skills will be an added advantage

●       At least 3 year post-admission experience in an NGO sector as legal officer.

●       Working with community based projects and that of child or youth protection and women empowerment is an added advantage to this post

●       Strong computer skills (Word Processing, Excel, Power Point, Internet, Data base, SPSS, Strata), office operations and demonstrated understanding of and experience with Tanzania Child Act of 2009, Child Development Policy, Marriage Act No 5 of 1971, and  Child protection related national guidelines and policies

●       Strong oral and written communication skills in both English and Kiswahili

●       Excellent data collection, data analysis and evaluation skills

●       Excellent skills on report writing (documentation of programme results, case stories/best practices etc)
