Job Title Continuous Quality Improvement Officers (3 Positions)
Reports to: Regional Program Manager/ CQI
Location Regional Offices (Mbeya, Ruvuma, Rukwa/Katavi)

General Overview:
Under the supervision of the Regional Program Manager, the CQI Officer will ensure that quality improvement initiatives are carried out across the region, making certain that activities are based on gaps and challenges identified through ongoing supportive supervision visits and other assessments of HIV services, while adhering to the Tanzanian Quality Improve- ment Framework in Health Care. The Continuous Quality Improvement
Officer will be part of the regional team at HJFMRI, with close links to the CQI advisors and other technical staff and with the main focus on improving the quality of HIV services provided by the organization, as well as HIV services provided by supported health facilities and outreach partners. Quality of program activities will be measured and analyzed and feedback to his/her direct supervisor on a regular basis is expected.

Primary Duties and Responsibilities
• Coordinate HIV related Quality Improvement (QI) activities within the region amongst health facility staff, program staff and R/ CHMTs, Work in close collaboration with CQI coordinators at the Regional Medical Office, and assure consistency of HIV care and treatment services in supported sites as per established national guidelines
• Collaborate with HJFMRI technical leads and regional teams, as well as R/ CHMTs to implement and maintain an effective and' coordinated approach to supportive supervision
• Effectively collaborate with field based WRP/HJFMRI clinical team and health facilities CQI teams to analyze gaps and challenges identified during supportive supervision visits and subsequently provide technical assistance for remediation/action plans
• Support the coordination and implementation of supportive super- vision, mentorship and remediation visits at regional and district level, in close collaboration with the Regional Program Manager, the CQI Advisor and the Remediation and Mentorship Advisor
• Monitor the activities of CQI teams at health facility and outreach partner level and communicate with the teams on a regular basis

• Secondary Responsibilities:

• Be involved in the development of clinical program quality indicators and track them over time, using the results for remediation of gaps and challenges
• Support the facilitation of QI meetings at regional and district levels, notably for program staff and representatives of medical and outreach partners
• Collaborate with RHMT and CHMT to identify CQI implementation gaps and support the development of evidence based interventions to rectify and maintain quality HIV &AIDS services.

Required Skills, Knowledge & Experience
• MD or equivalent
• At least 1 year of experience in clinical medicine

• Strong interpersonal, oral and written communication skills

Job Title Continuous Quality Improvement Program Advisor

General Overview:
Under the supervision of the CQI Director, the CQI Program Advisor will provide technical advice to the HJFMRI HIV program and ensure quality improvement initiatives are mainstreamed into a comprehensive HIV prevention, care and treatment program and included in the overall

• Build capacity of the HJFMRI HQ, regional and district teams to ensure quality improvement activities are included on program, R/CHMT and facility/outreach partner levels
• Coordinate and conduct training of health care workers and out- reach partners in HIV related Quality Improvement (QI) activities.

JOB DESCRIPTIONS
Job Title Remediation and Mentorship Advisor
Reports to CQI Director
Location Mbeya headquarters

General Overview:
Under the supervision of the CQI Director, the CQI Remediation and Mentorship Advisor will provide technical advice to the HJFMRI HIV program and ensure that quality improvement initiatives are implemented in a timely and sustainable manner. The improvement initiatives will adhere to the Tanzanian Quality Improvement Framework in Health Care. The Remediation and Mentorship Advisor will be part of the CQI team at HJFMRI, with close links to the technical staff and with the main focus to carry out evidence based improvement activities throughout the HIV prevention, care and treatment cascade provided by the organization, as well as provided by supported health facilities and outreach partners. Quality of program activities and remediation efforts will be measured and analyzed and feedback to senior management on a regular basis is expected. S/he will be based in Mbeya with frequent (50%) travels to the Southern Highland regions and occasional travel to Dar Es Salaam for different program activities.

• Primary Duties and Responsibilities:
• Build an organized mentorship capacity at the regional and district levels and develop tools for tracking mentorship activities and achievements.
• Organize trainings for new mentors from supported clinical sites across the regions of the Southern Highland Zone to increase the regional pool of mentors
• Organize trainings for selected HJFMRI clinical staff to improve their capacity to offer high quality mentorship when relevant
• Plan and coordinate, together with the technical advisors, all clinical mentorship activities supported by the program, including care and treatment, prevention of mother to child transmission, pediatric, HIV/TB, nutrition and quality improvement.
• Develop an SOP for mentorship planning and support HJFMRI Regional teams in developing and implementing these plans.
• Develop a clear SOP for mentorship activities by HJFMRI field teams to follow when at the sites and ensure ongoing updates of said SOP.
• Review supportive supervision data and other reports on a regular basis to guide planning of mentorship visits by regional pool of mentors together with HJFMRI staff, in order to best meet the identified needs.
• Review SIMS data provided by the WRAIR US Embassy team and facilitate the implementation of remediation visits to SIMS sites
• Support and advise technical advisors on necessary remediation and action plans, based on SIMS and supportive supervisions visits
• Collaborate with the CQI Advisor to develop clinical program quality indicators, track them over time and use the results to guide site mentorship plans.
• Provide direct technical assistance to HJFMRI field staff in performing mentorship, working with them in facilities approximately 50%of the time.
• Develop a positive working relationship with RHMTs and CHMTs across all supported regions and model this for' other staff.

Secondary Responsibilities:
Maintain a list of all active mentors from supported facilities in the regions and guide and monitor their activities.
Together with the technical advisors, develop a continuing medical education (CME) program to offer to facility staff at the time Of mentorship visits
Participate in all HJFMRI technical program meetings, data reviews, and planning meetings and work to ensure all program needs are being considered when planning mentorship activities.
Monitor mentorship performance by carefully reviewing reports and tracking site performance over time.

Job Title Contract Officer (2 Positions)

General Overview:
This position is responsible for the management, administration, and oversight for all aspects related to awards, sub-grants and contracts for the WRP program. The Contracts Officer will serve as the point per- son and will provide sub-award oversight, monitoring sub-awards and providing advice and technical support to WRP staff and sub-recipient

Duties and Responsibilities:
• Administers the full cradle to grave cycle of award management activities from pre-award assessments, monitoring and compliance, and close out procedures.
• Reviews partner budget submissions for accuracy, allowable cost violations, reasonableness and consistency.
• Develops contracts, awards, award modifications and contract amendment documents for signature by the Site Director or Sr.
• Program Director and works closely with the HFJ/MRI contracts department, especially on awards valued at $100,000+.
• Performs internal audits and reviews of partner operations as required to ensure compliance with WRP and donor policies and procedures. Provides additional technical assistance to partners (either personally or through delegation of finance staff) as is necessary to maintain high standards of compliance.
• Stays abreast of donor policies, procedures, rules and regulations; compiles and updates applicable local policies and trains WUP program and partner staffs in all policies and procedures. Builds capacity of sub-recipients in areas not limited to grant writing, grant monitoring, budgeting, compliance, documentation and information management, and ethics.
• Develops training modules and training materials for regularly scheduled group trainings and one-On-one mentoring/technical assistance.
• Provides skills building training and cross functional preparation for members of the Finance and Procurement staff.
• Liaises with the Procurement Manager to ensure WRP partner compliance with procurement policies and procedures for all goods and services.
• Develops all award tracking system and tools/reports for the monthly reporting of Contract activities.
• Monitors monthly financial performance in relation to budgets and forecasts, obligated funds, commitments and advances to staff, partners and consultants.
• Takes responsibility for the accurateness and completeness of partner property and inventory lists.
• Oversees the closeout of awards: provides technical oversight and assistance on the final inventory, proper disposition of property, and reconciliation of financial obligations.
• Responsible for the discovery, mitigation and documentation of financial risks related to contracts and grants. Responsible for the completion of yearly risk management reports.
• Ensures for the availability, continuity and security of financial data and information pertaining to contracts and grants.

Education and/or Experience:
• Bachelor's degree in Finance or Accounting from three-year College or university.
• Demonstrated experience insub award and contract administration, management and oversight.
• Experience in assessing the capacities of organizations and their grant worthiness.

• Computer Skills:
• The following computer proficiency is (are) required: Microsoft Office, 'accounting and payroll management software, e-mail and internet, and willingness to expand skill base.

Job Title: Fixed Assets/Inventory Control Officer
Reports to: Procurement Director
Location Mbeya

General Overview:
This position is created for maintaining effective and efficient performance of fixed assets and inventory control services for the program.
The incumbent is responsible for ensuring smooth execution of Fixed Assets/Inventory Control function by maintaining an updated fixed assets register throughout the year, and inventory control management for HJFMRI-Tanzania's operations.

Duties and Responsibilities.
Implements and enforces fixed asset policy and procedures
Maintains inventories fixed assets custodial records
Report In writing all changes in status of fixed assets to the Procurement Director.
Monitors inventories/fixed assets and verify that it is maintained in a secure and safe manner.
Performs inventories based on inventory schedules provided by ,
Procurement Director, any deviation from this schedule must be submitted to the Procurement Director through written correspondence.

Performs property inventories as directed and reports the results to the Procurement Director.
Performs inventory of all fixed assets transferring to another location (Regional office or Partner sites).

Reports changes in asset status and excess status to the Procurement Director for eventual disposal requests.
Responsible for tagging or engraving bar codes to the fixed assets as supplied and directed.
Ensure property is only used for official purposes.
Reports any property incidence (such as lost or stolen assets) to the Procurement Director and official authorities (i.e. security and police)
Ensures hand receipts are Signed and filled for all portable electronic devices (laptops, netbook, ipads etc) in accordance to HJFMRI Form
Ensure laboratory equipment is decontaminated prior to relocation, donation or disposal of equipment.

In collaboration with senior logistics officer and IT Manager tracks the maintenance of program equipment (including vehicles, IT equipment) or leased equipment (if any).
Perform any other related duties as assigned by the superiors.
Provide response to raised audit queries and implements the audit recommendations without hesitation
Work closely with Regional Program Managers, Regional Office Managers, Laboratory admin and stores officer to ensure everything is captured in the register.
Prepare and submit monthly fixed assets report to the supervisor
Perform any other duty as assigned by supervisor.

Qualification and Experience:
A minimum of a Bachelor Degree or its equivalent from a recognized institute of higher learning in the field of Procurement and inventory

Job Title Procurement Officer
Reports to Procurement and Logistics Manager

General Overview
The procurement officer is responsible for assisting Procurement Manager in managing the flow of procurement activity to implement the HJFMRI HIV and Malaria Programs in the country.

Primary Duties or Key responsibilities:
• Receiving and analyzing purchase requests from user departments in Mbeya, Oar and Regional offices to determine the appropriate method of procurement i.e. quotation, tender and RFP and forward them to senior management for approval.
• Liaise with technical team to establish technical specifications of items for supplies to be ordered and sometimes provides assistance to user departments, when required for the same.
• Sourcing quotes, tenders from potential and preferred vendors
• Issue addendum to quotations, tenders and proposals as required
• Process purchase orders for Malaria and HIV programs requests

Position: HIV Study Physician
Reports to: Research Coordinator
Location “Mbeya Regional Hospital

Position Overview:
The Walter Reed Program of the Southern Highlands together with the NIMR-Mbeya Medical Research Center (MMRC); the University of Munich
and the Mbeya Referral. Hospital (MRH aim to improve treatment and
care of HIV Infected patients through clinical research tightly Integrated into the routine implementation of the national ART Program. Projects conducted in the collaborative setting focus on treatment experienced HIV infected patients, the management of HIV associated diseases such as Cervical Carcinoma and Tuberculosis and program evaluation of the PEPFAR funded ART program in the southern highlands of Tanzania, integrating research activities into the routine patient care, capacity building and infrastructure development. In this context, the collaboration alms to implement the AFRICOS Study, a cohort study following up to 500 HIV positive patients on Care at MRH and 100 HIV negative participants over a long period of time.

Duties and Responsibilities:
The candidate will be responsible for preparation and day-to-day clinical implementation of AFRICOS at CTC MRH. This will require close on-site collaboration with the AFRICOS Principal and Clinical Investigators, the AFRICOS Study Coordinator, the Head of the Department of Clinical
on HIV of the NIMR-MMRC, the WRP Research Coordinator and with the administration' of the different partners at the MRH. He/ She will be supporting the collaborative partners in their respective responsibilities including communication with Ethical Committees and Regulatory boards as much as communicating with the AFRICOS Sponsor. The candidate is expected to harmonize AFRICOS with the implementation of other projects of the departments conducted at the study site, as much as the routine clinics of MRH, ensuring integration of AFRICOS into the clinic setting at MRH.

The main responsibilities of the AFRICOS study Physician will be:
Support the Principal Investigator (PI) and the different Heads of
Departments to ensure-that clinical research and related activities of AFRICOS are performed in accordance with federal regulations, partners and sponsoring agency "policies arid Good Clinical Practice and principles of ethical research and other requirements that apply;
Assists the PI in all responsibilities as stipulated by ICG-GCP including development of study document materials and tools necessary to implement and document all phases of the AFRICQS Study, including but not limited to budgets, protocols amendments, training material, checklists, study logs and IRB submission;
Support, coordinate and facilitate all phases of study implementation including but not limited to patient selection; recruitment-and
Informed Consent Process, Patient enrollment and follow up, clinical management and reporting of Adverse Events and Serious Adverse
Events management of study specific training and study close out.

Qualifications:
A suitable candidate should:
Hold an advanced degree in the medical field or comparable qualification
Have at least one year of experience-in Clinical Research in Africa as Sub-Investigator.
Have documented Ethical and GCP training including CITI.
The person should have extensive experience in dealing with IRB
Approvals, Review of Protocols and conversant with Codes of Ethics of Clinical Research,
Further formal training in HIV (e.g. counseling, treatment literacy,

Male Circumcision Program Officers (4 Positions)
Reports to:Regional Clinical Coordinator and VMMC Advisor
Location: Mbeya HQ,Mbeya Region, Rukwa, and Ruvuma.

- Primary Responsibilities:
The Voluntary Medical Male Circumcision (VMMC) Program Officer will provide clinical and programmatic field support to the implementation of HJFMRl's VMMC scale up activities in the Southern Highlands.
The purpose of this position is to provide field based clinical and pro- grammatic support to the CHMT and RHMT in the implementation of quality VMMC services provided through static sites, outreach' and campaign services. She/he will ensure VMMC activities implementation "conforms to the national guidelines. She/he will also support partners in the development of annual work plans and budgets based on the country strategies and operation plans.
The program officer for VMMC will be part of a clinical team at the HJFMRI regional offices ensuring the implementation of comprehensive HIV/AIDS services. She/he will directly report to the RCC with dotted lines to the HJFMRI VMMC Programme Advisor. The VMMC program officer's position is based in Mbeya/ Rukwa, /Katavi with extensive travels to districts within the region.

Responsibilities:-
Assist partners in the development of strategic plans, work plans, “monthly, quarterly and annual data collection and compilation of reports.
Provide technical support; mentoring and supervision to implementing partners on VMMC services and ensuring quality improvement and quality assurance in delivering of services.
Assist in organizing and carrying out training programs for health care workers to deliver VMMC services in the regions as well as clinical implementation of VMMC program for HIV prevention.
Ensure VMMC services follows: WHO, PERFAR/ HJFMRI and Government of Tanzania protocols, policies and guidelines and are consistent with established best practices.
Contribute to the attainment of all project targets and milestones associated with the implementation of VMMC services.
Assist in identifying priorities or assessment, research- and evaluations related to VMM services.
Prepare reports, success stories, and technical briefs" draft abstracts for presentations, and updates on the ongoing implementation of VMMC services
Collaborate with partners to organize outreach and VMMC campaigns in the region and ensure the providers adhere to quality and standardized practices.
Build capacity of health-care providers and ensure they collect, compile and report quality VMMC data, including the use of data for quality improvement.
Develop and implement strategies to ensure linkages between VMMC and other facility and community based HIV services.
Perform any other duties as assigned by the supervisor to ensure the sound functioning of the program.

Education/Experience Requirements:
• Medical Degree (MD) with at least two year surgical clinical experience in Tanzania. Assistant Medical Officers with a three years surgical experience and experience working in HIV program may apply.

General Overview:
The information Technology Officer reports to the IT Manager and monitor and maintain the computer systems and networks of HJFMRI-Tanzania ..
The IT Officer installs and configures computer systems, diagnoses hardware and software' faults and solves technical and applications problems, either over the phone or in person .

Duties and responsibilities:
Provides technical supervision of the IT assistant; supervises as .directed; annually updates IT job descriptions; completes IT staff evaluations;'
Creates and maintains LAN/WAN maintenance logs;
Provides technical support and routine preventive maintenance to telephone, photocopiers and email requests from users for all PC hardware, software and associated peripherals;
Logs support calls and document their outcome to facilitate the resolution of common queries;
Redirects or escalate support requests to the appropriate member of the IT department as maybe needed;
Pro-actively provides information to users on the progress of out- standing support calls; .
Contributes to ensuring that the Help Desk systems and software are kept up to date and messages are passed on and feedback received promptly;
