We are currently seeking a Senior Monitoring and Evaluation (M&E) Advisor to support internal project monitoring, evaluation and reporting activities, M&E and research capacity building, through managing a small research grants program, strengthening a community of practice for M&E professionals and conducting M&E trainings with health partners. The Senior M&E Advisor is a full-time position based in our Dar es Salaam office.

Primary Responsibilities
Operations research activities including developing data collection tools, recruiting and training data collectors or data collection firms, conducting field work and managing primary research data
Building capacity in operations research through managing a small research grants program, including developing request for applications (RFA), reviewing and selecting applicants, and providing orientation and on-going support to selected grantees for successful study implementation
Collaborating with the Knowledge Management and Communications Specialist in supporting the nurturing of a Community of Practice for M&E professionals in Tanzania, through moderating on-line technical discussions, organizing periodic face-to-face technical meeting forums, providing one-on-one technical guidance on M&E related topics
Supporting Data Quality Audits (DQA), including organizing field work and field teams, developing workshop materials, developing new tools and guidance (as needed), managing field teams and providing guidance in data analysis and report writing
M&E capacity building, including developing capacity building plans with partners, developing workshop curricula, implementing targeted workshops for partners, providing mentoring to improve partners? organizational capacity to perform M&E and assessing M&E capacity improvements
Lead the implementation of the Project?s Performance Monitoring Plan (PMP) and produce quarterly project performance reports in collaboration with the Chief of Party and Knowledge Management and Communications Specialist
Facilitate and coordinate communication between UNC, USAID, and UNC?s partners
Collaborate with MEASURE Evaluation staff based at UNC on financial tracking, meeting planning, and reporting
Contribute to selected technical activities either as a technical lead or a team member
Minimum education and experience required
Master’s degree in a related field and at least 5 years of related field experience, including at least 3 years of field research experience
Advanced skills in M&E and experience designing monitoring and evaluation plans, developing and implementing Project Performance Monitoring Plans, assessing data needs, and designing, implementing and supervising data collection activities
At least 5 years of experience in managing monitoring and evaluation activities for health programs, including strengthening M&E systems and conducting M&E trainings/mentoring activities.
At least 3 years of experience conducting field research activities, including developing data collection tools, recruiting and training data collectors or data collection firms, conducting fieldwork, supervising research and managing primary research data
Experience in HIV and AIDS service delivery in field and/or community settings
Fluency in English and Kiswahili
Tanzanian resident
Preferred
Previous experience in development assistance or related work for a donor organization, governmental institutions, NGO, or private sector / consulting firm is a very strong advantage
Familiarity with USAID projects and administrative requirements
Key Competencies

Background
The objectives of the DFID-funded programme is to enable the poorest and most vulnerable in Tanzanian society to become more resilient to climate change and to benefit from low carbon growth through the strengthening of the United Republic of Tanzania Public sector institutions. This is a full time position based in Tanzania.
Primary Responsibilities
The Team Leader has overall in-country programmatic, financial and management responsibility for the programme.
Leads the preparation of the annual strategic plans, technical and operational work plans and budgets, staffing plans, performance improvement plans and other plans as required;
Ensures appropriate consultation in the development of plans and budgets (including consultation with the Programme Director, the client, national government agencies and other programme stakeholders).
Provides technical guidance, oversight and quality assurance for all programme activities, outputs and deliverables;
Assumes overall responsibility for the effective implementation of work plans and ensures delivery is on time, within budget, meets client and stakeholder expectations and is contractually compliant;
Monitors implementation progress, maintains up to date logs of issues and risks, works to resolve issues, manages and mitigates risks, and escalates material issues and risks as appropriate;
Develops and implements plans for results measurement, monitoring and evaluation, knowledge management, value for money analysis and communication.
Leads, guides, mentors and manages the performance of technical and administrative direct reports and ensures appropriate leadership, guidance, mentorship and management of other staff;
Ensures consistent implementation of Company Standard Operating Procedures (SOPs) and Guidelines and Security Protocols and, where applicable, recommends modifications;
Supports the preparation and delivery to the client of budget variations and contract amendments;
Oversees and contributes to the development of and adherence to business processes and administrative procedures that contribute to the effective financial management and administration of the programme, including the Operations Manual, Safety and Security SOPs, and asset management.
Maintains excellent working relationship with the client and ensures agreement of the programme?s strategy, plans, resource requirements and any other contract amendments required;
Manages relationships with the government of the host country, industry actors, business partners and Palladium programme implementing partners;
Maintains regular communication with DFID and relevant stakeholders and ensures that activity reports and critical programme issues are resolved in a timely manner;
Oversees timely and accurate reporting to DFID including production of all quarterly reports, annual reporting and value for money reporting;
Essential Education and Experience Required:
A postgraduate degree in Development, Environment and Natural Resources, Applied Social Sciences or other related discipline
A minimum of 10 years of relevant, progressively responsible experience, with specific experience managing large donor-funded programmes. Experience with DFID-funded programmes will be particularly relevant.
Proven track record in leading programmes that promote institutional strengthening, good governance, climate change resilience, and understanding of political economy analysis important.
Experience in working with a broad range of stakeholders; facilitating and mainstreaming complex processes amongst civil society, private sector and governments in Africa.
A minimum of 6 years of people management experience including setting clear performance objectives, managing for results, giving and receiving feedback, performance evaluation, mentoring and coaching
Solid experience in Tanzania and/or the region would be ideal.
