DIRECTOR OF FINANCE - MWANZO BORA NUTRITION PROJECT

Africare is inviting applications for the position of Director of Finance for a USAID funded project in Tanzania. The goal of the project is to reduce maternal anemia and childhood stunting by 20% in Morogoro, Dodoma, Manyara, Iringa and Mbeya plus Zanzibar. The project is implemented by a Consortium having Africare as the prime, one international partner and fourteen national organizations as sub-grantee partners (hereinafter referred to as the Partners).

GENERAL:  The successful applicant shall possess the knowledge, skills and experience needed to guide and ensure that the in-country staff of Africare and its Partners conduct prepare, review, approve, obligate, manage, record and report all project financial transactions including procurement and payroll in a timely and accurate manner, that is in line with the project’s approved budget, in accordance with ethical accounting practices, and in full compliance with Africare financial and procurement policies and procedures. S/he shall work under the day to day supervision and report directly to Africare’s Project Chief of Party (COP),Director of Finance and Administration based in Tanzania Country Office, and report indirectly and be under the fiduciary direction and oversight of Africare’s Chief Financial Officer or his/her designate based in Washington, DC.

Working in association with the COP, the Director of Finance will be responsible for:
• The analysis, preparation and submission of budgets, and the preparation of financial reports.
• The preparation and implementation of tender documents and purchasing practices
• Africare in-country insurance, licensing, contracts, supplier relationships, and import-export requirements.
• Financial planning and the management/mitigation of financial risks.

Strategic duties shall include:
• Advising the COP on financial strategy and its impact on the Consortium objectives, providing input when their achievement comes into question given a current and projected financial situation.
• Regularly reviewing Consortium financial reports and compare outcomes against actual and projected spending; assist the COP to analyze successes and failings suggest means of improvements; assist in the preparation of annual reports.
• Periodically visiting project sites as needed for review of field financial management matters.
• Participating in annual work plan and budget preparation in respect to which updating the LOA of pipeline spending analysis and projections.
• Seven months prior to the project end date, assisting the COP in the preparation of the close-out plan for submission to AfricareUSAID.

Managerial Duties shall include:
• Direction and leadership to in-country accounting and logistics staff for quality assurance.
• Supervisory responsibility for accounting procedures, and for payroll.
• Recruitment, motivation, selection, training and promotion of financial staff.
• Assisting the COP to address financial aspects of contracts, including review of sub-grantee partner procurement and financial controls and systems and any needed recommendations to ensure that they comply with generally accepted accounting and business practices and that they meet donor and Africare standards with respect to and the safeguarding and responsible use of all activity-procured materials and equipment.
• Regular coordination and communication on project financial management matters with Africare’s home office.

ROUTINE OFFICE RESPONSIBILITIES WILL INCLUDE:

Program Funds Management
• In coordination with Chief of Party, prepare Quarterly Funds Requests (to be submitted to Africare HQ), ensuring that the minimum amount of funds are available in-country to fully implement projects and meet all Africare’s financial engagements in timely manner.
• Prepare periodic cash flow projections for the project as required by Africare HQ.
• Maintain financial and accounting systems and reporting as guided by the rules and regulations of the donor and Africare.
• Review all invoices and payments to ascertain compliance with Africare procedures including availability of funds before seeking COP approval.
• Perform periodic reviews and certify the General Ledger, cash book, Trial balance and other pertinent reports generated in Financial accounting system by the 15th of every month in time for monthly expenditure, credit, bank statement and reconciliation report dispatch to Africare HQ.
• Maintain Accounts Receivable (A/R) for all program staff advances and including for in-country travel, and ensure settlement of all cash advances within specified timeframe as per Africare policy.
• Prepare financial reports as per donor requirements and timeline with in addition to Africare financial formats

Budgeting and Reporting
• Develop project’s Annual Operating budgets as per donor agreement and Africare guidelines.
• Develop and maintain budgetary controls of expenses, in consultation with Chief of Party and Program staff.
• Prepare donor billings and financial reports and submit to donors within the agreed schedules.

Grants Management and facilitation of Audits
• Oversee the facilitation and management of the sub-grant making process as per Africare Grants manual, in tandem with donors’ rules and regulations on financial management.
• Monitor use of funds by sub grantees to ensure that funds are used efficiently to deliver project results
• Prepare and facilitate external audits as appropriate in consultation with donor requirements

Procurement and Management of Goods and Services
• Work closely with Africare and Partner technical, logistics and support staff office to ensure that Africare policies and procedures are complied with, including assets register.
• Ensure that adequate internal controls and procedures are in place, understood and adhered to.
• Maintain service agreements with Africare contractors/providers of goods and services.

Representation
• As a member of the Project’s senior management team, maintain cordial and productive relations with Africare stakeholders including donors, government, collaborating partners and communities, adequately espousing Africare principles at all times.
• Assist the COP to inform, review and ensure staff compliance with the Africare Code of Ethics.

QUALIFICATIONS:

Education:
• Required: At minimum a four-year college degree in Finance/Accounting; accounting certification and knowledge of GAAP. Masters degree (MBA) is preferred plus CPA (T) or CIMA.  Effective communicator with well-developed verbal, written and presentation skills in the English language. Appropriate knowledge and skills in using computer software and systems for accounting, preparation of financial statements and payroll reporting and systems. Proficiency with Microsoft Excel and Word, QuickBooks.
• Additionally Preferred: Knowledge and skills in using Lawson’s software.

Work Experience:
• A minimum of 5 years of financial supervisory and management experience in Tanzania or elsewhere in Sub Saharan Africa, as Senior Accountant, Finance Manager or Finance Director, responsible for a diverse folio of funds in excess of $15 million from USAID for sizable and complex development projects.
• 10 or more years of progressively responsible financial supervisory experience including the direct supervision of professional and support staff and the financial management of sub-contracts in multi-faceted development projects.
