Effective with the release of this position announcement, Winrock International is seeking applicants for the position of Water and Sanitation Advisor to provide technical, government engagement, and contract management assistance for the organization’s water and sanitation portfolio in East Africa. This is a multi-year assignment. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon the availability of funds.

POSITION DESCRIPTION
POSITION TITLE: Water and Sanitation Advisor (East Africa)
LOCATION: East Africa
UNIT: Clean Energy and Water Group
POSITION SUMMARY:
Winrock is seeking Water and Sanitation Advisor candidates to assist in the management of the organization’s water and sanitation project portfolio in East Africa. Position is contingent upon the availability of funds.
ESSENTIAL RESPONSIBILITIES:
Support the strengthening of institutional capacity of government counterparts at the national and/or local level
Oversee tender, grant, and procurement activities in the area of water and sanitation products and services
Contribute to national and regional policy dialogues in the rural water sector
Coordinate research, policy analysis and collaborative dialogue among various stakeholders
Build collaborative relationships with government authorities, private sector, civil society stakeholders and other development partners involved in the rural water sector
Brief team members and project stakeholders on sector developments
Maintain networks and manage relationships with partners, policy makers and other stakeholders
Prepare reports, memos, presentations, and lessons learned, as needed
QUALIFICATIONS AND BACKGROUND:
Education: Relevant advanced degree required.
Work Experience: Minimum 10 years’ experience working on government services, capacity building, policy, or government engagement required. Experience should ideally be focused around development projects, specifically water and sanitation.
Experience with or understanding of rural water and sanitation supply and services. Preferably also with experience with hygiene and behavior change.
Prior work with international funded projects is optional, but highly desired.
Experience working to build institutional capacity of government counterparts at the national and/or local level.
Experience with tenders, procurement and contract management in East Africa
Government engagement experience in East Africa is required.
Skills: Energetic and dynamic approach to building partnerships and promoting innovative program initiatives and results.
Must be comfortable in high-level representational role as well as interacting with beneficiaries and national governments.
Excellent management, communication, and organization skills are required.
Fluency in English is required. Swahili is desirable.
