Job Title: Project Manager – Food Value Chain Project

Programme background
Since 2009, Aga Khan Foundation (AKF) has been implementing its Coastal Rural Support
Programme Tanzania, CRSP (T) in Mtwara and Lindi regions. CRSP (T) is a multi-input area
development initiative of AKF with interventions in agricultural production, market development, and access to finance, health, education and civil society strengthening. The programme’s overall goal is to improve the quality of life and social well-being of people in Lindi and Mtwara Regions.
Aga Khan Foundation Tanzania is now launching the Food Value Chain Project under CRSPT. The FVC project has a budget of Euro 3.1 million granted by the Skills for Oil and Gas Africa program of GIZ.
The project will be implemented from April 2016 to March 2019, with the potential to be extended. The overall objective of the project is to increase the income of 5,000 local producers and entrepreneurs,
including from marginalized groups such as youth and women, through sustainable food supply
businesses to the targeted markets of oil, gas, mining, and other external markets in Lindi and Mtwara
regions and beyond. The project will be focusing on horticulture, rice and poultry value chains.
Position Summary
Reporting to the Programme Director, Coastal Rural Support Programme (Tanzania), the Project
Manager is responsible for leading an intensive market development led programme to significantly
improve rice, horticulture, and poultry value chains to meet catering standard and demands of oil, gas
and mining industries in Mtwara and Lindi Regions as well as other markets within and beyond the
two regions. S/he will design, mainstream and utilise existing platforms, networks and establish new
ones as needed to crowd in market actors with focus on small holder farmer engagement, growth of
entrepreneurs and job creation for the local population. Under the direction of the Programme
Director, the Manager is responsible for programme, administrative, human resource and fiscal
management of all activities and personnel in the project. S/he is responsible for ensuring quality,
impact, cost effectiveness and efficiency of the project.
Major roles and responsibilities
Programme Planning, Implementation and Monitoring
Lead the development of annual and quarterly plans and budget for desired project outcomes of
the rice, horticulture, poultry and egg value chains
Manage and oversee implementation of all project activities ensuring a market-led focus to
every intervention and coordination of the varied staff roles

Initiate and oversee on-going technical capacity-building for project staff and development of
training products and materials for project beneficiaries/clients
Liaise and coordinate with relevant stakeholders including government, private sector, donors
and other implementing agencies in LMR.
In collaboration with the Monitoring and Evaluation team ensure collection of socio-economic
data and any required support from the team for all surveys and studies that will be undertaken
as required.
Organizing review and reflection workshops on a periodic basis.
Ensure the identification of key value chain actors and facilitation of appropriate backward and
forward linkages in the selected value chains.
Ensure approaches and mechanisms chosen have a sustainability bearing and make an effort to
identify and use existing opportunities from CRSPT’s previous and existing projects
Responsible for quarterly, bi-annual and annual project reports and documentation of learning
Human Resource Management
Support in the recruitment and maintenance of a strong technical project team
Oversee, coach and mentor all staff in the SOGA component of CRSPT, discipline and
delivery of results.
Oversee the work planning process for all team members ensuring coordination of their
different roles and that staff understand the relationship of their role to those of others in the
team.
Effectively use the annual performance appraisal process to improve the performance of
individual members of the teams and build a cadre of an effective team.
Effect the personnel processes and procedures in line with the Government of Tanzania and
AKF.
Stakeholder Relations
Effectively represent the project to relevant local authorities and organizations and support
AKF in policy engagement as required.
Develop effective relationship with district and regional governments for programme
implementation, ownership and sustainability
Finance and Administration
Responsible for the management of project budget with support from the PD and the Finance
Manager
Responsible for overseeing the administration of the team and all processes (procurement,
recruitment, access to funds for program implementation etc.) that are required by the project
team.
Resource Mobilization and Donor Engagement
Contribute to the development of high quality proposals and budgets for on-going and new
projects
Prepare timely and high quality analytical reports on progress, challenges and opportunities
with the M& E team for sharing with donors, government and other stakeholders.
Facilitating stakeholder and AKF visits to the project
Contributions to CRSP (T) and AKDN in southern Tanzania
Participating in the development of AKF annual budgets and narratives for CRSP(T)
Coordinating with other AKF projects and AKDN partners in the project area, where
applicable.
Any other Responsibilities assigned by the Programme Director

Qualifications required.
6-10 years experience managing agricultural and market development programmes in the NGO
and/or private sector, (with preference given to those with some private sector experience), in a
supervisory capacity, managing a diverse team in an intense, results-oriented environment;
Professional contacts with key institutions particularly within the private sector
Proven familiarity with market-based approaches to development;
Knowledge of Tanzania’s agricultural and market policies and practices;
Experience in grant management.
Strong peoples management skills
Strong communication skills
