Job title: Head of Programs & Policy
Work Station: Dar es Salaam, Head Office with travels to the field and internationally as required.

Job Role:
To provide overall leadership and guidance in the development, implementation and monitoring/quality assurance of the Country Program's program & policy work in line with the Country Strategic Plan (CSP) and the ActionAid's global strategy
Key Responsibilities
Provide technical coordination & guidance in the development of strategic plans for the program and policy department and the country program
Ensure alignment of program priorities, strategies and annual plans to the CSP and the AAI global strategies and plans
Guide policy and program works so they are in alignment with HRBA principles and processes and program quality is maintained
Initiate and coordinate staff capacity development processes to promote program quality
Guide and coordinate reviews, monitoring and evaluation processes of strategies, three years plans and annual plans in light of the organization's M&E Framework
Lead the development of an advocacy agenda & strategy and plans and influencing/lobbying processes
Coordinate forums to partners and civil society organizations for policy debate and dialogues for collective influencing Initiate and facilitate capacity development for partner organizations
Review performance plans and targets for programs to monitor performance and appraise Program staff
Create and sustain an enabling environment for staff performance, recognition and reward
Participate and contribute to the identification of prog;fun funding gaps, priorities and opportunities
Participate and contribute to the development of concept notes and proposals for fund raising and ensure follow up is made to potential donors in the process
Provide periodic updates at Board meetings on matters relating to Programs/ Policy
Take active part in Senior Management Team tasks
Review and update risks related to implementation of the CSP and propose mitigation actions to management
Qualification and Experience
Bachelor Or Masters' Degree in Development Studies or any relevant Social Sciences discipline from a recognized institution Training in;
Project planning and management
Human Rights Based Approach
Participatory approaches and methodologies
Governance, civic empowerment and accountability
Monitoring and evaluation
At least 5 years minimum working experience in the social development fields
At least 3 years' experience in a senior leadership position in the development sector, particularly in designing, setting up and coordinating strategies, monitoring, evaluation and Impact assessment systems and processes
In-depth understanding of programming issues and policy work at state, national and international levels.
Understanding of gender issues in development and demonstrable commitment to promoting gender equality within the organization and in program work.
